Conditional Assessment Summary of Needs

  • Site: Recent building and site renovation and current improvements on west side. Items that scored poorly include size of site (congested due to transportation and ballfields), site directional signage, site access and traffic flow, site perimeter fencing/security, dumpster area.
  • ArchitecturalBuilding exterior walls are in good condition at the new addition areas with the exception of the metal panels on the west elevation.  Exterior walls of the original buildings are in fair condition especially the metal siding. Windows and doors are in good condition and appear to have been replaced with the 2018 renovation project. Roofing is spray foam insulation and is in fair to good condition. Interior is in excellent condition.
  • InteriorsProsser is overall in great shape finish wise. New finishes/ furniture was installed within 5 years and some areas in child development were under renovation with new finishes and casework. Some items, such as countertops in the cosmetology classrooms need to be replaced because of damage from clips. Could use some paint touch up in areas. Noted the welding lab had dangerous tripping hazards in the concrete floor.
  • Mechanical:  The Central Plant is in need of two Boilers. Two other Boilers, chillers, and pumps are in good condition. Vertical Unit Ventilators are in good condition. Exhaust fans are in good condition; however, two utility set fans were not functioning at the time of the visit.
    •  HVAC Controls:  New Schneider Controls in 2019 throughout from 2019 renovation. Welding instructors are not sure that welding lab is working correctly - more investigation would be helpful. Controls for the chilled water system should also be investigated to determine if improvements could be made. At the time of our visit, both chillers were running, and the building was mostly empty.
  • ElectricalBuilding in excellent condition, new distribution; new fire alarm; LED lighting with automatic controls; exterior lighting has BMS controls; original 1968 electrical distribution/switchboard should be replaced.
  • PlumbingBuilding in excellent condition, new domestic distribution system, fixtures, plumbing equipment, and sprinkler system. Incoming service pressure was noted to exceed code limit. Ensure domestic distribution system and equipment is regulated below 80psi. Some unnecessary amounts of piping in the equipment room(s) were exposed and uninsulated. This should be insulated for best operational efficiency. Gas piping at roof levels showed excessive rust.
  • Technology
    • No electronic door monitoring.  Staff walk around building at day’s end to check doors. 
    • Video surveillance. A lot of blind spots around the exterior of the buildings.
    • Classroom A/V. In working condition but getting dated.  They are planning projects to update.
