Conditional Assessment Summary

  • Site:  Items that scored poorly include site access/traffic, site perimeter fencing, courtyard, playground condition, location, and ADA access, ballfields condition.
  • ArchitecturalBuilding exterior walls are in fair condition. Some settlement and cracks in masonry are visible on older parts of the building. EIFS finish walls at gym are discolored and have been damaged. Windows /doors appear to be about 15 yrs. old and are in good condition with the exception of the exterior finish is showing wear.  Also a few older windows that were not replaced when others were. Roofing is spray foam and small amounts of metal roofing.  Spray foam roof is in fair to good condition. Metal roofing is in fair condition.
  • InteriorsThe building's carpet was replaced in 2022 besides the music room, which still needs replaced. Some classrooms have VCT flooring, which appears worn but remains functional. No ceiling issues were reported, and doors and hardware are in good condition. Window coverings, installed years ago, need replacement as they have fulfilled their purpose. The casework throughout the building is in good shape and functioning well. While most stand-alone teachers' desks could eventually benefit from replacement, it's not an urgent need. General student chairs and desks have a few more years of usability. Additionally, new preschool furnishings were added to the facility in 2021.
  • Mechanical:  The Central Plant needs Boilers, pumps, accessories, and one Chiller.  Two indoor Air Handling Units are in good condition. One rooftop air handler was in fair condition considering its age, but due to its age should be considered for replacement in the near future. Split systems are in poor condition and should be replaced. Most exhaust fans are aged and should be considered for replacement with modern direct-drive fans. Classrooms are conditioned by aged horizontal unit ventilators that should be replaced with modern vertical units.
    • HVAC Controls:  Controls older, Andover Continuum, VFDs are all older Mitsubishi drives, AHU2 that serves the cafeteria, the supply VFD has failed, and the unit operates only on return fan.

  • ElectricalDistribution equipment in good condition (20 years old); fire alarm system appears to be in good condition; receptacle density appears low; interior lighting is mostly LED & fluorescent; exterior lighting is mostly HID; no automatic interior lighting controls; exterior lighting has BMS controls.
  • PlumbingThis school has two domestic water service entrances and a domestic hot water system. The domestic water service entrance in room 179 appears to be a backflow preventer. A backflow preventer should be installed to protect the city water main from the school. Some of the domestic water piping and water heater were recently installed and are in excellent condition. However, none of the domestic water piping is insulated. The domestic water piping needs to be insulated to avoid condensation forming on the cold-water piping and heat loss in the hot water and hot water recirculation piping. The domestic water service entrance and domestic water central plant in room 191 appears to be in good condition. The plumbing fixtures throughout the school appear to be in good to excellent condition. The exterior gas piping shows moderate to heavy corrosion. The corrosion should be removed, and gas pipe painted with protective paint.
  • Technology
    • No electronic door monitoring.  Staff walk around building at day’s end to check doors. 
    • Video surveillance. A lot of blind spots around the exterior of the buildings.
    • Classroom A/V in working condition butting getting dated.  They are planning projects to update.
